The House leadership is proceeding with using the “Budget Reconciliation” procedure to legislate the Biden Administration COVID-19 relief legislation. All appropriate committees of the House will have their own legislative package. These will be integrated by the House Budget Committee into an “Omnibus” legislation. Medicaid and Public Health are largely, but not exclusively, under the jurisdiction of the House Committee on Energy and Commerce.
