Programs serving persons dually eligible for Medicare and Medicaid – consistency of measures for Medicare PACE (Programs of All-Inclusive Care for the Elderly); Medicare D-SNP (Dual Eligible Special Needs Plans), Medicaid HCBS and related public programs.

Challenges

Consumers focused on program eligibility, access, costs rather than quality measures.

Some medical societies opposing patient-reported outcomes (PROs), such as the opposition to public payers using CAHPS (Consumer Assessment of Healthcare Providers and Systems).

Legal assaults on community living integration expectations in public payer programs. Assaults on Section 504; ADA; Olmstead decision – assault on the most integrated setting appropriate to assisting a person, consistent with person’s choice.
