Alabama Department of Mental Health and Mental Retardation’s Division of Intellectual Disability Services
Providing generic and specialized services to individuals with an intellectual disability and their families, this division is based on the individual needs of the person, helping the person live as independently as possible. Services and supports include information and referral, case management or hourly services, and maximum supports that provide 24-hour care. Services and supports are provided through one state-operated residential developmental center, contractual arrangements with community agencies, five regional community services offices, and three comprehensive support service teams that assist with behavioral, medical, psychiatric, and dental services and supports. Its Central Office Staff oversees and supports the planning, coordination, service delivery, fiscal operations, contracts, eligibility, monitoring and certification of all community agencies that provide services to people with intellectual disabilities. An ID Coordinating Sub-Committee consisting of consumers, families, service providers, and other leaders in the field helps set and prioritize service goals based on individual needs and budgetary considerations.

The Division of Mental Illness Services provides comprehensive treatment services and supports through six state-operated facilities and contractual agreements with community mental health centers across the state. Its CentralOffice staff oversees and supports the continuum of care through its offices of quality improvement, consumer relations, deaf services, community programs, certification, facilities management, and the indigent drug program.

Alabama Department of Mental Health and Mental Retardation’s Division of Substance Abuse Services
This division develops, coordinates, and manages a comprehensive system of treatment and prevention services for alcoholism/drug addiction and abuse. Responsibilities include contracting for services with local providers, monitoring service contracts, evaluating and certifying services programs according to departmental standards for substance abuse programs, and developing models for continuum of treatment and prevention services.  The Division of Substance Abuse Services is comprised of a community treatment program and the offices of: Advocacy and Outreach Services, Billing and Contracts, Certification and Training, Information Services, Prevention Services, and Treatment Services.

Alabama Department of Mental Health and Mental Retardation’s Office of Deaf Services
This office is based on a network of regional coordinators who specialize in working with people who are deaf or hard of hearing in community mental health centers; these coordinators are the first point of contact for services.  Programs include:  1) the Bailey Deaf Unit, a specialized inpatient unit at Greil Hospital in Montgomery designed to be a culturally affirmative program with signing staff trained to work with people who have mental illness or co-occurring disorders and are deaf or hard of hearing, 2) Group Homes in Birmingham and Mobile, which have been restructured to serve as an “intermediate care” program, helping people who are ready to leave the Deaf Unit but not ready to live independently in the community. Admission to the group homes is coordinated by the regional coordinators along with the local community mental health centers overseeing the programs, 3) Mental Health Interpreter Training (also see www.mhit.org), a special training for interpreters to enhance their work in mental health settings; this training will lead to a special certification as a qualified mental health interpreter, and 4) Clinical Training which teaches deaf and hard of hearing people about mental illness and substance abuse and stresses the potential for recovery, trains facilities and providers on the importance of culturally and linguistically appropriate services, and teaches deaf and hard of hearing people to work as clinical professionals.

Alabama Department of Rehabilitation Services (ADRS)
Comprised of state and federal programs that provide a continuum of services throughout life for Alabamians with disabilities, ADRS has four major programs:  Alabama’s Early Intervention System, Children’s Rehabilitation Service, Vocational Rehabilitation Service, and State of Alabama Independent Living/Homebound Service (for Alabamians with disabilities resulting from spinal cord or head injuries).

Alabama Department of Senior Services
The Department of Senior Services administers programs for senior citizens and people with disabilities and is comprised of four divisions: Administration and Finance, Elder Rights, Programs and Long-Term Care from offices located in Montgomery, Alabama. Statewide programs on aging cover all 67 counties through the Regional Planning Commissions and the local Area Agencies on Aging (AAA). Programs and services include: Caregiver Assistance, Disaster Recovery, Elder Abuse, Elder Law Helpline, Insurance Counseling, Legal Assistance, Long Term Care Ombudsman, Medicaid Waiver, Medicare Fraud Prevention, Nutrition & Wellness, Personal Choices, Senior Employment, and SenioRx/Wellness.
