American Samoa Department of Education’s Special Education Division
The Special Education Division provides an assessment team, which assesses and evaluates potential IEP studentsat all educational levels. If the students have behavioral, hearing, or visual disabilities, they are referred to the Speech and Language Program and/or the Counseling Program within the Special Education Division, the eye clinic at the hospital in the case of visual disabilities, and the local hospital in the case of other health-related problems. This division also collects data on the numbers of children with disabilities that have been identified, evaluated and placed in specially designed programs. A Special Education Early Childhood Program Specialist works closely with the Early Childhood Education Program. Special education is available in public as well as private schools. Other professionals that work with the Division are social workers, counselors, nurses, nutritionists, physical therapists, and speech and language specialists. The Division strives to have children in the least restricted environment so they can experience inclusion with their peers.

American Samoa Governor’s Special Needs Task Force
The American Samoa Office of Protection and Advocacy for the Disabled helped provide to Governor Togiola Tulafono an After Action Report (AAR) resulting from a FEMA G197 Emergency Planning for Special Needs Populations training. The AAR indicated that participating disability service and support providers, as well as emergency management and responders of the G197 felt the need to form a “Special Needs Task Force” for the territory. On December 15, 2006, the governor appointed the first American Samoa Special Needs Task Force whose primary goal is to compile a National Incident Management System-compliant Special Needs Plan for the special needs population of this territory, which includes people with disabilities, the elderly, and other people with special needs.

American Samoa Office of Protection and Advocacy for the Disabled (OPAD)
OPAD is mandated under various federal statutes along with other “Protection & Advocacy” (P&A) agencies nationwide within the National Disability Rights Network. P&A’s provide legal representation and other advocacy services to all people with disabilities through individual representation, educating policy makers, advocacy for groups, information and referral services, rights education and self advocacy training. OPAD has eight programs that assist individuals with disabilities: Protection & Advocacy for Individuals with Developmental Disabilities (PADD), Protection & Advocacy for Individuals with Mental Illness (PAIMI), Protection & Advocacy for Individuals with Individual Rights (PAIR), Protection & Advocacy for Assistive Technology (PAAT), Protection & Advocacy for Individuals with Traumatic Brain Injury (PATBI), Protection & Advocacy for Beneficiaries of Social Security (PABSS), Client Assistance Program (CAP), and Protection & Advocacy for Help America Vote Act (PAVA). OPAD, a federal grantee of the Administration on Developmental Disabilities, forms the American Samoa “Tri-Agency” along with The Developmental Disabilities Planning Council and the ASCC-University Center for Excellence on Developmental Disabilities; one of the goals the tri-agency is to help enforce the Americans with Disabilities Act by introducing accessibility issues into the legislature.

Description AS-UCEDD works to improve the quality of life for individuals of all ages in American Samoa with developmental disabilities. Located at American Samoa Community College, AS-UCEDD is one of two Pacific Basin satellite sites of the University of Hawaii UCEDD and provides interdisciplinary and community outreach training in the area of developmental disabilities; conducts research, evaluation and dissemination of information; and works with the UCEDD advisory committee to bring together national, regional and local community groups involved in disabilities.
